Yeah I think it’s mainly a technical thing. Caller ID wasn’t originally designed with security in mind. Plus it’s a bunch of Indian call centers doing it, so there’s jurisdiction issues making laws pretty useless.
I imagine that if a call is coming from outside of France but has a French subscriber number that doesn’t exist, it should be possible to block the call entirely.
