I thought the purpose of Rico was to dismantle the mob by getting the ones at the top instead of the lowly peasants of the organization. The uphill guilty by association. I don’t remember Rico being used to finally pin the kid making delivery runs.
RICO goes after everybody in the hopes that the ones at the bottom will continue turning on their leaders until it gets to the top. If the ones at the bottom don’t flip, they are charged with the rest. The kid making the delivery runs will absolutely get charged if he retains solidarity with the organization.
The purpose is to stop the crimes. Get the ones on the ground and you stop today. Get them to roll and you stop tomorrow. Then the next layer has to act and gets caught.
