The capitalist state isn’t socialist in any capacity. Public ownership and publicly run industry under capitalism supports the extension and expansion of capital alone. Taxation isn’t socialism either. Socialism is a mode of production and distribution at a societal level, where public ownership is the principal aspect of the economy and the working classes dominate the state.
Presumably, the distrubution would need to be managed by rules, and someone needs to make those. Congress is supposed to represent the working class as elected officials.
I view schools, the fire departments, and the idea of the public owning the government as a fundamental aspect of socialism.
Under capitalism, the rich stole the representation and the rich raped the education funding to pay for private schools for white kids. The fire departments are still good but only because we pay out of pocket with large personal donations.
The whole idea is that the population controls the gov, nit the other way around. The reality is much different.
