      They didn’t actually change his name, they just transliterated it with different characters. Names of non-Chinese people all need to have Chinese characters so people in China know how to pronounce them.

      Sometimes these characters have no special meaning, but other times the meaning of the characters chosen may flatter or unflatter the namesake. In this case it sounds like the Chinese government chose some characters with not-so-charitable meanings to transliterate “Marco Rubio”.

      That change is that technical fix that allowed him to enter the country, since “Marco Rubio” with the previous spelling is sanctioned and banned from China.
