UN has no authority except the authority that is bestowed upon them by the member nations. A new resolution for a peace keeping missions has to go through the UN Security Council. Guess who is on that council and can veto and block the resolution.
UNIFIL is one of the longest running peacekeeping operations. They’re kind of not allowed to do anything.
