      Nah you don’t need an exception there for criminals. If someone isn’t holding a gun, an officer should never have a gun out.

      Everyone is innocent until the trials over, so there are no criminals being arrested in the street unless they broke out of jail/prison.

      So if a dash/door/body w.e can shows officers taking someone to the ground without showing the person putting up a fight first, the officers should be suspended pending the trials for assault/battery for any involved.
