Just because Nato and or EU could be undermined sufficiantly to be unresponsive doesn’t mean individual member states will be.
That said, in the case of Germany I consider the propaganda aspect to be the primary motivation.
To give the traitors in the member states propaganda amunition, erode the system and possibly deter help for Ukraine. In the case of Romania, Poland and the Baltics however Russia is probably very much metering out response time etc. There is however also a military component, metering out Germany and others determines how successful their people in the EU have to be to make an attack on the Baltics feasible.
Russia very much intends to attack at least the Baltics, the question is only when they think the time is right for it and last time I looked at it, the Baltics were in the EU.
