Mr Brown smashed his head off the road and suffered serious head injuries including a fractured skull and bleeding on the brain.
Cowardly Hedley then left the 34-year-old cyclist lying unconscious in the middle of the road before getting back into his car and driving off.
Hedley, from Kirkcaldy, Fife, subsequently found out police had put out an appeal to find the motorist involved and he handed himself into a local station two days later.
Hedley pleaded guilty to assaulting Mr Brown to his severe injury, permanent impairment and to the danger of his life when he appeared at Edinburgh Sheriff Court on Tuesday, September 22.
This is the UK, there aren’t any medical bills. He should and likely will be made to lay for loss of earnings and any additional support he might need.
Most people don’t have any insurance to cover this precisely because the NHS will always pick up the bill. I’ve never heard of any criminal getting a bill for medical charges they’ve caused. Here in Germany, its all personal insurance - albeit strictly regulated. Maybe that’s how it works in France?
Y’all aren’t required to carry liability insurance to drive? I know in the US it’s because of costs to the victim, but hell, the NHS deserves to take the cost of treatment from people who hurt others
I got a super bad concussion when I fell and hit the back of my head on some concrete a while back. It took nearly three weeks for my symptoms to go away. I got really lucky I didn’t get anything more serious. We were concerned that I permanently damaged my occipital lobe because my visual issues were not improving. Thankfully I got better, but goddamn. I can’t imagine a brain injury as severe as that guy’s. It’s terrifying.

You need insurance to drive… but this wasn’t an accident and he wasn’t even in the car. Very unlikely it would cover him for anything at all.
