If I understand correctly, after each round, at least one name will be removed from everyone’s ballot. If anyone meets the threshold, their name will be removed (and they win a seat). If nobody reaches the threshold, the lowest name will be removed. Either way, after the name is removed, every ballot will be counted again in the next round.
