The Presidency has enriched itself by billions of dollars now, this amount of corruption no one could possibly fathom a couple of decades ago. Independent: 0 yes, 1 no
So yes, the degree of responsibility was different, but this was not simply a Republican policy. A majority of House Democrats voted to codify and entrench the embargo as well.

It’s just that the underlying embargo still remained in place, largely because Helms-Burton had written so much of it into federal law. So Obama was working around a legal structure that Congress would have had to change to fully end the embargo, and I don’t know about you, but looking at the history of that law, I have no reason to believe democrats would have fell just short of a vote or two change it, and blame a DINO…
