Just a heads up. I would strongly suggest you don’t recommend an ARC GPU on a motherboard missing rebar support. It’s critical for them to run correctly.
Edit: Also another thought. 3rd gen was the era when things started to get UEFI support. Newer cards might not post on a legacy bios.
3rd gen i7 platform will be your major bottleneck.
If the prices for ram weren’t insane right now I’d suggest a whole new build depending on what games you’re hoping to play.
Don’t go with ARC as it’s not compatible with that motherboard. You need resizable bar support and ideally an x8 pcie gen4 lane or better.
Since you’re rocking Linux I would suggest sticking to AMD graphics.

The 980 is pretty good for most purposes outside of modern games.
I’d suggest a new SSD and redoing the thermal paste on the cpu. Clean up the dust too.

Without using fde such as through luks. You can’t be 100% sure it’s not stored (at least temporarily) in unencrypted locations such as swap or another program’s temporary place. That would make it trivial for someone to run data recovery software to retrieve it. Thanks to hardware accelerated encryption there shouldn’t be any significant overhead. Your boot times might be marginally longer.
Having a separate encrypted space like what you’re asking for is helpful if the medium is portable or you intend to give it to another person.

The 980 should be more than capable of a fully functional desktop experience, so after cleaning the dust it may have just been a heating issue.
