Coulda been worse. I heard about someone who as a kid put a really strong elastic band used to castrated bulls on their weiner. After being unable to pee they finally told their parents. The emergency room had trouble figuring out how to cut it off without causing damage… But they did successfully.
The main problem is that you use a tool to get the thing on, and then it constricts a LOT. You could think of it as such a tight ring that you would have a hard time seeing it around all the swollen flesh.
When I was a curious teenager I put my wiener in the mouth of a Snapple bottle, and then flew into a panic when it expanded and the bottle got stuck.
Just use a hammer and whack it off.

Seems odd. I even carry ring cutters on my belt; I’m sure an emergency room has even more options available.
