Yes, the land was bought with donations in an effort to protect it. What? No, at no point did they sell the land, not sure were you got that idea. They had hoped to get enough money to refund everyone who donated and keep the land, but their lawyers advised that the settlement offer of stopping trespassing and restoring the land was already as good as they were going to get in court. Sadly “restored” is the closest they could do to protecting it, at a high legal expense to themselves.

No it’s not, annexed is the common term for when a town expands its borders. That’s just what the word means.
