No, they are referring to a tear. Wear and tear generally means abrasions and other friction based damage (wear) but if something is torn (tear) it is considered damage beyond ‘wear and tear’.
A worn tent with a few frayed ropes and material with obvious signs of wear from being used has wear and tear. If the material has a tear in it then it is no longer wear and tear and requires repair.
Can you think of anything that has a tear/cut/other type of separation that is considered to just be wear and tear and not damaged and in need of repair?
