It’s more impactful
Convention. “Back in my day,” memes were made mostly in MS Paint or MS Word. With MS Word, impact was the default font for an out-of-box variety of Word Art. Since it worked well for the task and was easily accessible, it became a common choice, then a ubiquitous component of the “meme” format.
I feel a little self conscious what font to use for modern memes, impact is easy in so many ways
